Bogambara Is Too Valuable to Become a Prison Again

The recent decision to legally re-establish the Bogambara Prison should prompt an important discussion about the future of one of the most strategically located sites in Sri Lanka. The debate should not be about whether Sri Lanka needs additional prison capacity, it undoubtedly does. Rather, it should be about whether a prison represents the highest and best use of nearly 13 acres of land in the very heart of Kandy.

In urban development, every parcel of land has an opportunity cost. The more strategically located a site is, the greater the responsibility to ensure it delivers the maximum possible benefit to society. Few places illustrate this principle better than Bogambara.

A Once-in-a-Generation Opportunity

Kandy is unlike most Sri Lankan cities. Its mountainous terrain, protected forests and numerous important heritage sites severely limit opportunities for new large scale urban development, making developable land within the city centre exceptionally scarce.

The Bogambara site is therefore much more than an empty parcel of land. It is one of the largest and most strategically located redevelopment opportunities in the country. Within a short walking distance are the Kandy Railway Station, the Kandy Multimodal Transport Terminal (under construction), the National Hospital of Kandy, the Karaliya Performing Arts Theatre, the Kandy Lake, the Kandy Municipal Car Park, and the Kandy City Centre (KCC), one of the city's largest commercial destinations. It is surrounded by commercial activity, government institutions, hotels and public services that collectively form the economic and cultural heart of the city. (see Figure 1)

Very few sites in Sri Lanka enjoy this level of accessibility and connectivity. Around the world, urban planners recognise that land located around major public transport hubs should be used as intensively and efficiently as possible. This approach, known as Transit-Oriented Development (TOD), encourages concentrating employment, commerce, public spaces, housing and cultural activities around transport nodes where people can easily reach them without relying on private vehicles.

Bogambara already possesses these characteristics. Its proximity to Kandy's transport hubs makes it one of the best locations in the country for a vibrant mixed-use urban district that could strengthen the city's economy, tourism, culture and public life for decades to come.

Allocating such a strategically located site to a prison would permanently forgo one of Kandy's greatest opportunities for economic, cultural and civic development.

More Than Just Lost Land

The consequences extend well beyond the 13-acre site itself.

A functioning prison inevitably requires high levels of security. Restricted access, controlled movement, surveillance infrastructure and security buffers become necessary operational requirements.

These measures have the potential to reduce the commercial vitality and cultural attractiveness of the surrounding neighbourhood. Instead of strengthening connections between the railway station, transport terminal, Kandy Lake and surrounding commercial districts, the prison risks creating a barrier within one of the city's most active urban areas.

Depending on its operational requirements, a functioning prison may necessitate restrictions to key pedestrian connections around the site. In a city already constrained by geography and traffic congestion, improving connectivity should be a priority, not reducing it.

Every decision about land use influences how people experience a city. The Bogambara site has the potential to become a destination that draws people together through public spaces, commerce, culture and recreation. A prison, by its very nature, cannot fulfil that role.

The Right Facility in the Wrong Place

None of this diminishes the importance of expanding Sri Lanka's prison capacity, in order to reduce overcrowding inside the existing prison facilities.

However, placing a prison on one of the most valuable pieces of urban land in Sri Lanka represents a significant opportunity cost. A more suitable location could fulfil this need while allowing Bogambara to realise its much greater potential as a civic, cultural and economic asset.

A Decision That Will Shape Kandy for Generations

Kandy is not simply another provincial city. It is the cultural capital of Sri Lanka, a UNESCO World Heritage city, the administrative centre of the Central Province and one of the country's most important tourism destinations.

Cities rarely receive opportunities to reshape their future through the redevelopment of large, centrally located sites. The Bogambara property is one of those rare opportunities. It is true that Sri Lanka urgently needs to expand its prison facilities to reduce overcrowding. However, that expansion should not take place on one of the most valuable pieces of land in the heart of Kandy.

The Bogambara site should serve as a place that connects people, supports economic activity, celebrates culture and enhances urban life. Once such an opportunity is lost, it cannot simply be recreated elsewhere.
